What major environmental problem results if phosphates are not significantly removed by wastewater treatment?

Algal blooms in the ocean near where the contaminated rivers meet the oceans... which leads to bacterial blooms when the algae die... which leads to oxygen depletion... which leads to death of fish and other marine life... which leads to anaerobic bacterial activity... which leads to a "dead zone" in the ocean.
