What's the Name of the Cognitive Bias Where You Credit Problems to Environmental factors rather than internal?

It's either a logical fallacy or a cognitive bias. I can't seem to find it.



But basically because of bias towards a specific group, an individual may attribute problems for someone in that same group to the environment that they live in. But on the contrary for an individual outside that group they may blame on internal factors of that person.



I wish I knew the name of this bias because it's an important one that we unfortunately use all the time especially along racial lines. And I can't for the life of me find reference to it on Wikipedia.
