Ohmygosh! This is a huge issue! In a nutshell, Latin America--from Mexico to the tip of Argentina--has critical environmental problems with air and water pollution and soil degradation. The bottom line and common theme connecting all of these are unbridled population growth--but that seems to get forgotten in the mix while the others are scrutinized. If I were developing your plan, that would be my focus--population growth--because if you can develop a public consciousness to get behind that one, then you can work on the others as well.
