Our house is out of the question, it has too many problems to overcome before her party next weekend.
places we have checked and debating: Jumping/Bouncing place (I think she's too small for here), Park, ChuckeCheese, or not have one. I think the last option is unfair to her, we would celebrate with dinner and cake, but not invite family over, but I feel bad doing that.

We had our grandchildren's first few birthday parties at our house because their parents didn't have a suitable place to have it and couldn't afford to spend much. Would a relative be willing to help you out with a small party at their home? You could have the relatives and a friend or two if there's room, and at 3 years old your daughter really won't know that she's not having a big birthday bash. Check with your local recreation center, your church or a local reception center to see if they have a small room which you could use for a nominal fee.
There is also nothing wrong with having an immediate family only party. That is a personal choice.

1. We have this place for costume parties - “Beyond Parties”. Something like this will be great for girl's b-day. I just don't know if this is a national chain.
2. Build-a-Bear stores in almost every mall do kid's parties. And you'll get a gift in the end.
