The best way to buy a diamond is through wholesalers, like the diamond districts in Philadelphia and NYC. I'm sure other major cities have such places. I think in Philly it's called "Jeweler's Row". You'll get a bigger, better quality diamond, for less $$$ than in a retail jewelry store. You buy them loose, then choose a setting.
Try searching for their internet sites -- they may give you an idea of pricing.
